UC Supports Mission Essential Location Identification (MELI) Across Navy Region Japan

The Urban Collaborative is spearheading innovative planning solutions for U.S. Navy installations throughout East and Southeast Asia. Guided by Title 10 of the United States Code, which requires periodic updates to Installation Development Plans (IDPs) (U.S. Department of the Navy 2023), this initiative extends from Command Fleet Activities Yokosuka (CFAY) and Naval Air Facility Atsugi (NAFA) in Japan’s dynamic Kanto region to the Singapore Area Coordinator.

Embracing a creative and data-driven approach, the team is validating Basic Facilities Requirements (BFRs) and Asset Evaluations (AEs) to address critical capability gaps and chart a sustainable path forward. Accurate AEs and BFRs are essential to the Capability Gap analysis required for IDPs, as well as the Mission Essential Location Identification (MELI) effort. The key objective is to ensure the long-term viability of shore support for warfighting, warfighters, and families by providing flexible capacity for growth and the expansion of missions through deliberate facility and land-use management. With a focus on optimization and a forward-looking vision, The Urban Collaborative’s efforts lay the groundwork for adaptable and resilient operations across these strategic locations.
