Two options were pursued for the Kouma district. The first demonstrated capacity for new development following the goals and principles established at the Visioning Workshop. The second, proposed at the Review Meeting held 27 Sept 2011, suggested a consolidation of all housing currently located south of Hwy 190. After fulfilling their usable lifespan, these units would migrate to within Fort Hood Main Cantonment. Potential land swaps could then be negotiated with the City of Killeen where each party would gain valuable property.
