Hickam Historic Downtown Area Development Plan, JBPHH

In the 1930's the visionary young Captain Nurse set to incorporate the "garden city" concept into the design of the new installation to make Hickam a beautiful — as well as an efficient — place to live and work. Stakeholders thought, "why mess with a good thing" and agreed that the Historic Downtown District plan should look to enhance the existing garden city district with destination parks focused on safety, complementary facilities, accessible town center, diversely landscaped boulevards, appropriate parking, and interconnected streets for all types of transportation. Additionally, stakeholders sought to create better connections between the legacy Air Force and Navy Bases by creating a great street and central park by upgrading South Avenue and Porter Avenue.
